1 The State of Wisconsin has appealed from a trial court order striking a rule of probation (Rule 21) imposed on Robert B. Ciarpaglini in April 2004 by the Wisconsin Department of Corrections (DOC). Because Ciarpaglinis challenge to the rule was moot when the trial court made its decision, we reverse the order.
